Britannia was a civilian harbor tug in service at Newport News, Virginia in 1919. She looks very much like the tug of that name that was inspected by the Third Naval District on 31 January 1918. A photograph was included on the ship data card prepared at that time. The latter tug, of 146 gross tons (estimated displacement: 520 tons), was constructed by Palmer, of Noank, Connecticut in 1914. At the time of her Navy inspection she was owned by the Mutual Company, 207 Produce Exchange, New York City. This tug was assigned the Navy registry ID # 2264, but was not taken over for U.S. Navy service.

The World War I era data cards for acquired ships, held by the the Naval History and Heritage Command's Archives Branch, include cards for two harbor tugs named Britannia. Both feature a photograph of the tug represented by the card.
